The California Secretary of State submitted a budget change proposal seeking $9.8 million for the Notary Automation Program Replacement (NAP 2.0) for the 2026-27 budget year. The total estimated cost of the project is $58.3 million. The current system, over 30 years old, supports over 146,000 notaries public and is being replaced to integrate with modern technology and comply with Senate Bill 696, which requires online capabilities for notaries by 2030.
