The Colgate Powerhouse, managed by Yuba Water Agency, suffered a penstock pipe failure, leading to flooding within the facility and power outages for 923 customers. Emergency units are on-site, securing the area and accounting for personnel. A command post has been established at Lake Francis dam, and additional rescue teams are responding.
