Colorado Springs Utilities has delayed lane closures on Austin Bluffs Parkway for the Central Bluffs Substation Project, originally set to begin Monday, due to additional preparation needs. The first phase of closures will now start later in February and last until March 9, with further traffic shifts expected by mid-May.
