LOTT Clean Water Alliance Advances Digester Refurbishment at Budd Inlet Treatment Plant for 2026 Startup

LOTT Clean Water Alliance is nearing completion of the first of four digester refurbishments at the Budd Inlet Treatment Plant in Olympia, with startup expected in spring 2026. A $34,315,986.15 contract was approved with Prospect Construction Inc. in November 2024 for a project aimed at refurbishing all digesters by October 2028.

Recent work includes installing fixed stainless steel covers and new linear motion mixers, alongside emergency gas burner and piping modifications. Construction crews have also made extensive piping modifications, and the project has involved the removal of a methanol tank and relocation of the emergency waste gas flare.

A tower crane installed in March supports material access, while street closures are in effect during construction. The project is funded through LOTT's capital budget and low-interest loans from the Washington State Department of Commerce's Public Works Board.
