ACER Initiates EU-Wide Cost Efficiency Comparison for Gas Transmission Operators
The European Union's 2024 hydrogen and gas decarbonisation package mandates ACER to conduct a periodic cost efficiency comparison of gas transmission system operators (TSOs) across the EU. To begin this process, ACER has engaged a consultant to develop a benchmarking methodology, incorporating insights from previous voluntary studies and stakeholder consultations.
A consultancy report provides guidance for ACER's methodology and procedures for data collection and validation (Phase II) and modelling (Phase III). The efficiency of TSOs is crucial as their costs impact gas consumers via network tariffs.
With the evolving gas sector and increased reliance on renewable gases, the tool aims to offer transparent efficiency scores reflecting national contexts. Phase II will commence in January 2026, requiring TSOs to submit data, followed by Phase III focused on modelling, expected to launch between late Q4 2026 and early Q1 2027. The first ACER efficiency comparison is scheduled for completion by August 5, 2027, with subsequent assessments every four years.
