Brazil Enacts Decree to Regulate Biomethane and Decarbonization in Natural Gas Sector

On September 5, 2025, Brazil's federal government published Decree No. 12,614/2025, regulating the Fuels of the Future Law aimed at decarbonizing natural gas production and promoting biomethane. The program sets annual greenhouse gas emission reduction targets, starting with a 1% reduction in 2026.
Compliance can be achieved through direct biomethane use or by acquiring Guarantees of Origin Certificates. Non-compliance may incur significant fines and operational suspensions. The National Agency of Petroleum, Natural Gas and Biofuels has 180 days to implement the program, using existing regulations as a reference.
