The initial repair cost was $38.2 million, with ongoing expenses still undetermined, while the city's 2026 budget allocates $1.1 billion for water utility projects, resulting in a 6.2% increase in water rates. The rise in offsite levies for water distribution, which have surged over 80% since 2021, is also affecting housing and commercial construction costs.
