China has enacted mandatory measures to enhance recyclable packaging and minimize waste as part of its updated solid waste management framework. Issued by the State Council and published by the Ministry of Ecology and Environment in January 2026, the policy mandates reduced excessive packaging, prioritization of recyclable materials, and improved recycling systems.

Local governments will enforce packaging standards and monitor production and disposal. Extended Producer Responsibility (EPR) rules will be applied more consistently, requiring manufacturers to support recycling efforts and increase recyclable content in packaging.
