HEP ODS, Croatia's national distribution system operator, has finalized the regulatory framework for battery storage investment, with operational guidelines nearly complete. The framework includes three connection models, although congestion management and system service rules are still being developed, which may limit market potential. By 2030, the Balkan region requires €30 billion in electricity grid investments, positioning Croatia to effectively integrate battery storage into its power system.
