The EU has proposed a 90% net reduction in greenhouse gas emissions by 2040, with an agreement expected by December 2025. The plan includes a review of the EU ETS in 2026 to integrate carbon removals, an expansion of the Carbon Border Adjustment Mechanism to 180 additional products starting January 2028, and a fund to support EU manufacturers while promoting the use of scrap in production to further reduce emissions.
