Experts have proposed the creation of a temporary Special Economic Zone (SEZ) in Rotterdam's port and industrial cluster to expedite energy transition projects by streamlining infrastructure development and permitting processes. This initiative aims to enhance industrial decarbonization and mitigate potential GDP losses of up to 5% due to delays, while leveraging Rotterdam's strategic position in offshore wind, hydrogen transport, and CO₂ storage. The SEZ would implement coordinated decision-making and unified permitting procedures to facilitate rapid investment in climate-impact projects.
