Graham City Council approved pursuing $14.6 million in Certificates of Obligation for a wastewater treatment plant rehabilitation and a new fire truck. The project allocates $12 million for phase one of the rehabilitation, addressing critical electrical infrastructure and plumbing issues.

The fire truck will receive $2 million, with $600,000 for associated debt costs. The wastewater plant, built in 1978, faces urgent upgrades, with phase one expected to cost $19.26 million and be bid in 2028.
