Iraq is exploring financing options for the Grand Basra Seawater Desalination Project through the Iraq-China Framework Agreement. Basra Governor Asaad Al-Eidani stated that funding will be sourced from petrodollar allocations over four years, not a Japanese loan.

The project, launched by Prime Minister Mohammed Shia' Al-Sudani, aims to produce 1.1 million m³/day to alleviate water shortages affecting over four million residents. The project is being developed by Al-Ridha Group and Power China International, with an EPC contract valued at $2.4 billion.
