Liverpool City Council Seeks Partner for £65M Heat Network Development

Liverpool City Council is initiating a procurement process for a pilot heat network valued at £64.8M, aimed at transforming city heating. The project, part of the Department for Energy Security and Net Zero's Advanced Zoning Programme, could utilize heat from the River Mersey or a wastewater treatment plant, potentially saving 72,000 tonnes of CO2 emissions annually.
The contract will run from October 2026 to October 2027, with evaluations based on technical skills, price, and social value. The council plans to award the contract by October 14.
