ACER Approves Poland's Unified Gas Transmission Tariff Methodology and Zone Merger
The proposed tariff methodology in Poland includes a postage stamp reference price system with a 50-50 entry-exit split and discounts for LNG terminals, biomethane producers, and gas storage facilities. It merges the National Transmission Network (NTS) and the Transit Gas Pipeline System (SGT) into a single entry-exit zone with uniform tariff rules.
Revenue recovery will be through capacity-based tariffs, charging users based on booked network capacity rather than gas volume transported. The two existing gas sub-systems for low-methane and high-methane gas will remain, along with non-transmission services for gas pressure reduction and compression. The methodology aligns with EU standards for transparency and non-discrimination, promoting fair competition among gas importers in Poland.
