Bucharest is losing heating equivalent to that of 75,000 apartments daily due to outdated networks, according to Energy Minister Bogdan Ivan. He highlighted that the technology at ELCEN is 50 years old and has faced underinvestment for 35 years, prompting the development of a national modernization program in collaboration with the World Bank. Ivan is also exploring a merger between ELCEN and Termoenergetica to improve management of thermal energy production and distribution.
