Chicago's SPARC Shelter Faces Criticism Over Long Wait Times and Poor Conditions for Residents
Residents at the SPARC shelter in Chicago report long wait times for placement in permanent shelters, sometimes months. The Department of Family and Support Services (DFSS) partners with Franciscan Outreach and The Salvation Army to manage operations at SPARC.
While the shelter's capacity is normally 200, it has been expanded to 400 during the winter months due to increased demand, with around 340 beds occupied as of early December. Starting in January, A Safe Haven will take over intake operations from The Salvation Army.
DFSS has a $4.5 million contract with Franciscan Outreach to manage SPARC through December 2026. Residents have reported serious health and safety issues, including pests and inadequate security. Grievance procedures in place have been criticized for being ineffective, with residents claiming their complaints go unanswered.
