Clashes in Ethiopia's Amhara Region Result in Civilian Casualties and Human Rights Violations

From November 17 to 23, 2025, conflict escalated in Ethiopia's Amhara Region as the Amhara Fano self-defense force clashed with the Prosperity Party regime's forces. Over 41 woreda/city administrations across 11 zonal administrations reported violence, with civilian casualties noted in 15 woreda/city administrations.

The conflict extended to Oromia Region, affecting East Arsi and Horo-Guduru-Wollega Zones. Drone strikes were recorded in South Wollo and West Gojjam Zones of Amhara and Oromia, resulting in civilian injuries.

Arrests and abductions were reported in multiple locations, worsening the situation. Tensions also rose between regime forces and the Tigray People's Liberation Front in Raya-Alamata, where ethnic targeting of health workers was reported. Additionally, opposition parties condemned a civilian massacre in Bulen Woreda of Benishangul-Gumuz Region, highlighting the need for accountability.
