Estonia to Mandate Emergency Shelter Regulations for New Buildings by 2034

The Estonian Ministry of the Interior has proposed regulations for emergency shelter construction, aiming for 50% of apartment and commercial buildings to have functional shelters by 2034. New residential and public buildings over 1,200 square meters must include shelters by July 1, 2023, while existing buildings must adapt shelter spaces by July 1, 2028. The initiative, supported by various stakeholders, seeks to enhance civil defense and ensure access to shelters for half of the population.
