Federal Acquisition Policy Reform Focuses on Cultural Change and Industry Engagement

Kevin Rhodes, head of the Office of Federal Procurement Policy, emphasizes that cultural change is the most challenging aspect of the ongoing FAR Overhaul, which is aimed at modernizing federal acquisition processes. The government is nearing the issuance of final rules following extensive revisions to the Federal Acquisition Regulation, which intend to create more flexibility for contracting officers.

Rhodes asserts that the initiative aims to foster a mindset that encourages risk-taking and open communication with industry. The FAR Council is exploring ways to enhance interactions between government and commercial entities.

The first phase of the overhaul has been completed with 49 master deviations, and draft final rules will be released in early 2026. To facilitate cultural shifts, OFPP is collaborating with Defense Acquisition University and Federal Acquisition Institute to provide training and resources accessible to both government and industry.
