Lane County Commissioners to Vote on CleanLane Project Relocation Amid Tipping Fee Reductions

Lane County Commissioners will vote on December 16 regarding the CleanLane project, which aims to enhance waste disposal through recycling and renewable natural gas production. The project, a collaboration with Bulk Handling Systems, faces challenges including a denied land use permit and local haulers exporting waste to avoid fees.

The county proposes relocating CleanLane from Goshen to the Short Mountain landfill to mitigate development issues. A budget increase of $5.06 million for engineering and infrastructure is also on the agenda.

Additionally, a contract with EPUD and Waga Energy for methane capture technology is planned. The county's waste management fund, impacted by a sharp decrease in tipping fees due to waste exports, reported a revenue drop from $7 million in 2024 to $5.3 million in 2025. Sanipac and EcoSort have significantly reduced waste deliveries to Short Mountain, exacerbating funding challenges.
