Customs officials in Wiesbaden, Germany, have clarified that the NATO Status of Forces Agreement does not extend tax- and duty-free privileges to commercial enterprises, including home-based businesses. This ruling prohibits the use of U.S. Army in Europe and Africa-plated vehicles for business purposes, such as delivery or paid transportation, requiring businesses to register their vehicles in the German system and making them ineligible for tax-free fuel.
