Poland's Government Reforms on State Property Management Lacking Key Governance Changes

In 2025, Poland's government initiated reforms and modernization measures for state-owned asset management, but significant changes, particularly a corporate governance law, are still pending. BCC expert Grażyna Majcher-Magdziak highlights that unclear rules for board appointments, opaque salary structures, and politically influenced staff turnover hinder efficiency and competitiveness.

Although there has been increased investment in energy transition, infrastructure, defense, and innovation, experts argue that these efforts are inadequate without systemic governance reform. Poland ranks low in the EU for digitalization and advanced technology adoption, especially among state-owned firms. There is an urgent need to determine which state companies should remain under Treasury control and to consider restructuring or divesting inefficient entities to mitigate fiscal costs.
