ST LNG Proposes Offshore LNG Export Terminal Near Matagorda, Texas

ST LNG, LLC has submitted an application to the Maritime Administration and the U.S. Coast Guard for a liquefied natural gas (LNG) export terminal approximately 10.4 nautical miles offshore Matagorda, Texas.

The proposed deepwater port would feature both fixed and floating infrastructure, capable of exporting up to 8.4 million tonnes of LNG annually, developed in four phases. Phase 1 includes three gas treatment platforms, an LNG transfer platform, and mooring dolphins, with a production capacity of 2.1 million tonnes per phase.

Feed gas will be sourced from Tres Palacios Natural Gas Storage and Williams Markham Gas Processing Plant. The project is expected to create over 1,900 temporary construction jobs and 156 permanent jobs.

The application was deemed complete on June 9, 2025, and public hearings must occur within 240 days. An authorization request for exporting 460 billion cubic feet of natural gas per year has also been filed with the Department of Energy.
