Türkiye Establishes Regulatory Framework for Floating Solar Plants on Reservoirs

Türkiye has introduced a regulatory framework for the development of floating solar plants on reservoirs and dams, specifying project approval processes and construction guidelines. This follows amendments to coastal laws last year that allowed the first floating solar tender for a 35 MW project at a hydroelectric site.

The new regulations limit floating solar coverage to 10% of a reservoir at normal water level and 30% at minimum water level, while prohibiting installation in protected areas and small reservoirs. Floating solar arrays must be under 10 hectares and maintain specified distances from water level boundaries.

Canals must support overhead structures, with arrays limited to 250 m and 25 m gaps. Projects need approval from the Devlet Su İşleri (DSI) and the national energy regulator. Turkey added 3.1 GW of solar capacity in the first half of the year, reaching over 23 GW total, with a goal of 120 GW by 2035.
