VIPA Board Approves Flight Incentive for Contour Airlines and Multiple Operations Contracts

The Virgin Islands Port Authority (VIPA) Board approved a flight route incentive for Contour Airlines to operate between St. Thomas and Dominica, waiving landing fees to support the service that began on September 24.

The board discussed potential additional routes to destinations including St. Kitts and Nevis. VIPA also unanimously renewed its cyber insurance for $45,410, reflecting a 5% decrease from 2025 premiums.

A cooperative service agreement with Michael Baker International for aviation compliance management was ratified, extending from January 1 to June 30, 2026, at a cost of $143,191.98. Emergency asphalt repairs at Henry E.

Rohlsen Airport were authorized, not to exceed $2,102,030.15, funded by the U.S. Air Force. The board reported seven active construction projects in St.

Thomas-St. John worth $96,473,727.97 and seven in St. Croix valued at $44,237,811.01. Additionally, VIPA reported a $1.3 million operating profit as of October 31.
