Despite receiving permits amid public opposition due to environmental concerns, ongoing litigation over zoning approval continues. The CERC, designated as a 'peaker plant,' may lead to increased electricity rates for consumers, while Dominion is also required to transition to zero-carbon energy by 2045 under the Clean Economy Act.
