Sweden is assessing the proliferation resistance of small modular reactors (SMRs) as part of its nuclear energy strategy, employing the INPRO methodology from the IAEA. The evaluation indicates that the deployment of SMRs, alongside existing safeguards and a strong legal framework, can be achieved without significantly increasing proliferation risks. Recommendations include implementing a safeguards-by-design approach to enhance the proliferation resistance of these new facilities.
